Vote NO Committee Responds to Opinion Article

As asserted many times, while the catalyst for forming the group may have been the inability of the City and County to come to an agreement, it is not a City of Cumming committee.   It is public knowledge that it was Mayor Gravitt that got the ball rolling with the committee.  Each Councilman appointed a person, the mayor appointed someone and the rest came on board on their own free will.  I came to be a member of the board as I requested more information and was invited to the first meeting.  In addition, as was inaccurately pointed out, the committee has not made an issue of the SPLOST split at any time.

To continue the assertion that this is a city committee and we are all puppets is a ridiculous and desperate publicity measure.  There are some of Forsyth County’s finest citizens on this committee.  These people have given so much back to this community for many, many years that it is shameful that they are being referred to in this manner.

Taxes will go up if we approve SPLOST VI and its related $160 million bond if we cannot go back to the table and include other projects that are badly needed.  We need to find a way to include a jail and courthouse in SPLOST funding. Road improvements are badly needed but we also need other county improvements as well.  Some of these improvements are not a direct benefit like roads and intersections but are still needed to support a growing community. Commissioner Dave Richard said himself at the Town Hall meeting that he knew taxes would go up to fund some of these projects.  Furthermore, Commissioner Richard said  “As most people in the jail are Forsyth County residents, they citizens should pay for it.  Paying with SPLOST puts the burden on our county visitors.”  So the bonds will come and they will raise taxes if the current leadership has anything to do with it.

Defeating the renewal of SPLOST VI for 12 months will not create an unbearable burden. Sometimes we have to face small burdens in order to correct years of mismanagement and right past wrongs. 

It has been business as usual until the Cumming Forsyth Tax Relief Committee (anti-SPLOST Committee) was formed.  Then there was an all out push to get more propaganda out into the community.  The leadership of this county has tried to create a public impression that they make no mistakes. They have ignored the wishes of the community for too long.  That’s disrespect.

In my opinion, SPLOST VI was not created to respect the citizens; it was not created in a clear and concise manner in which every citizen could understand its impact.  The terminology, while it may be legally correct, does not go the extra steps to show respect and it was rushed through without enough public input.

The rush I refer to is this: We knew for 5 years that this SPLOST would come up for renewal. 5 YEARS!  But we wait until 6 months before it is to be voted on to start work on it.  This list that the county is touting as well thought out and well prepared was presented and approved at a January 8th Called Meeting/Work Session…only 1 month before the vote and not at a Regular Meeting/Public Hearing.  By then the ballots were printed and we were already being sold on the supposed benefits of SPLOST VI.

Logic tells me we should have had longer than 54 days (minus weekends, Thanksgiving, Christmas and New Year’s holidays) to create such an important plan and decide how we should spend all this money. We had years to work on this and we rushed it through.

Regarding SPLOST 5 projects, I too want everyone to get the list from the county website.  Take some time, drive around and see for themselves the status of the projects.  That will be the proverbial “proof in the pudding”.

I propose we empower a citizens committee to be deeply involved with recreating SPLOST VI and that the committee remains in place to monitor SPLOST money management and monitor projects.  This way we will insure that the money is spent on what we were told and that the projects get completed in a reasonable amount of time.  I will continue this push even though I was told to “take my committee and stuff it” but one County Commissioner.

At this time, I am not involved with the disagreement regarding division of SPLOST money so I will not address those comments at this time but don’t want to give the impression I am ignoring it. 

And please, everyone take the time to go the website of Commissioner Dave Richard.  Read through all the sections and you will get a feel of who is really representing you.  It’s embarrassing.

Forsyth County has become an elitist county. Unless, you sport your "member's only" jacket, you are a second class citizen.

David Richard has said many times, "We won, you lost, get over it, stop complaining." NO. Individuals still have rights. Ford Gravitt is still the Mayor of Cumming and he tries to take care of their interest. But now we have a "big dog, little dog" mentaility. The big dogs win and the little dogs lose.

Yes, it has boiled down to this. I have stated my ojections to SPLOST VI over and over. AND that is...I'm opposed to all the bond debt. We have huge bond debt for schools. We will have huge bond debt for roads, a jail, a courthouse, and parks and recreation if that passes.

Just today the AJC reported that Home Depot has laid of 500 well paid employees at their headquarters. SPLOST is an unpredictable source of income. It depends on the economy. I would vote yes for SPLOST if it didn't have the bond attacked to it and the county would do the projects when the money is there.

Remember that before you believe anything that Patrick Bell is telling you, you need to remember that he has lied throughout this entire process, and continues to lie to you in this latest article.

The mayor tasked each councilman to come back with 5 people each, not one, in order to form this committee. He begins with a lie in order to try to make his point.

He says taxes will go up if SPLOST is approved. Maybe so. But that is ONLY if voters decide to approve a bond referendum for a new jail, expected to be put forth later this year. The citizens get to vote on whether to tax themselves for something that may, or may not be needed.

Roads and public safety improvements are definitely needed. Not later, but now. I'm only speaking as one member of the board of commissioners, but if SPLOST doesn't pass, I will be moving to increase the millage rate in this county to make sure that the infrastructure needs are taken care of. I will not allow public safety to be jeopardized by uninformed, petty people who are doing the mayor's bidding because he is angry about not getting his way.

Patrick's proposal to vote down SPLOST and try to pass it again in 12 months ignores a huge reality: In that timeframe, this county loses $50 million in SPLOST revenue that can never be re-captured, and puts much needed projects 2 or more years delayed.

Patrick talks about a rush to put together a project list. Fine. The facts bear out that this commission has worked for over a year in getting a project list defined. We began with the first-ever Infrastructure Survey of this county, in order to know exactly which parts of our infrastructure needed immediate, mid-term and long-term improvements. No other commission has ever undertaken that task. This commission did. No guesswork. No one commissioner putting his or her pet projects into a list. Just facts based on current and proposed Level of Service indicators. That list has been available to the public for well over 6 months. We hired one of the most respected firms in the state, Nashill, with more experience in making sure that SPLOST projects are prioritized, identified and completed than any other. We sent a letter to the mayor requesting the city sit down with us to begin negotiations regarding SPLOST which was ignored for over a month by the mayor. We then engaged a group of citizens to represent each district in the county, as well as representatives from the Chamber of Commerce and the senior population to fine-tune the project list down to one that can be afforded by the level of expected collections.

Rushed? Not according to every definition of the word rushed. Unless you need to try to lie to make your point.

Patrick stays away from the specificity he has tried to use to make any argument regarding completion rates for county projects, because he ignores the FACT that the county, by the time the remaining 11 intersection improvements are let for construction this month, will have completed or begun nearly 80% of all 145+ county SPLOST 5 projects. We will have done that with 11% less revenue than was expected at the time of the last estimate in 2003, and we will have done that with 80% less matching state funds for roads (which comprised about 50 of all SPLOST projects). Did we not complete projects? Yes. But you can't complete everything on a list if your revenues are less than expected, and we chose to complete roads instead of build new buildings that don't now need to be built. Pardon us for being fiscally responsible.

But let's get to accountability of the city's projects, and see how well they do.

Five total projects.

One completed entirely.

Three uncompleted.

One, Pilgrim Mill Rd., was so mismanaged that the promised 4 lanes from the city limits to SR 9 is now a three lane road that comes up short of SR 9 by about a quarter mile. And the city had to demand $8.3 million dollars from the county to ensure funding of that less than completed project.

The city has also backed away from their promise of a full aquatics center, and now only plans to build "Phase 1" of that project.

80% county completion of over 140 projects.

30% city completion of only 5 projects.

I'll take the accountability argument any day of the week.

The anti-SPLOST committee was created under a cloud of lies, and continues to operate as such. There is no record of any committee filed with the Secretary of States office that would allow them to receive and spend money on an election. If there is no committee, then they are in violation of campaign ethics laws. The city is allowing this committee to use city property to campaign against a ballot initiative, which is illegal under Georgia law.

They are withour honor, they are without ethics and they use their stooge in the form of Patrick Bell to lie about this issue in order to further their goals. Remember that before you buy the snake oil this committee is selling.

This is the best researched, best planned, best allocation of SPLOST dollars this county has ever seen, and I am proud to have my name associated with a commission that has done the hard work to give voters the most amount of information ever available to them before making an informed decision on SPLOST.

Stop the intimidation and fear tactics to force you to vote for a tax you are against.

Support the GREAT tax plan: Georgia is divided into 159 counties, each with the power to tax their residents. 180 school districts also each have the power to tax. But that power goes beyond simply collecting taxes. Rather than determining the amount of money they have and then creating a budget, as Georgia’s families do every day, a county can simply determine how much money they need first and then decide how much to charge their residents.

If a county or school district decides they need $50 million, all they have to do is determine where to place the millage rate and their property values in order to raise $50 million. If times get tough, they simply raise the millage rate or increase property values rather than tighten their belts like working families must do. The system is completely backwards. The biggest part of the problem is that property taxes are increasing faster than personal income. Since 1990, personal income has increased 146 percent while property taxes have increased 176 percent. Even though people are not earning more income, the government is requiring that they pay more taxes. A family can live in a home for 30 years and suddenly find they cannot afford it anymore because their property taxes have increased so much. They are not requiring any more services from their local government, and yet that government keeps taking more and more money from them. The biggest asset most people have is their home; it’s the American dream. Yet if they can’t pay, they lose their home.

The current property tax system was created when we were an agricultural society and people made a living off of their land. The last overhaul of the system was 70 years ago, and since that time our economy has changed significantly. Homeownership has increased from 30 percent to 70 percent. We have moved from an agricultural society to a service-based society, as has the rest of the nation, and yet, we do not tax services at all.

It is the twenty-first century. It is time to go to a system that taxes the receipt and exchange of money, not the ownership of property. It is time to eliminate property taxes.

Our proposal is called the GREAT Plan, which stands for Georgia’s repeal of every ad valorem tax.

Given a choice of who to trust, the choice is clear: Forsyth citizens who have been paying attention will trust Patrick Bell!

Let's review David Richard's track record:

When David Richard ran for office, he said he was proud to campaign as a Libertarian. Then, he resigned as the party's leader, withdrew from the Libertarian party and campaigned as a Republican.

When he ran for office, David Richard said he was opposed to a Public Facilities Authority. Now that he is in office, he supports it.

David Richard said he was opposed to hiring a Constituent Services Coordinator. At the same time, however, he was sending secret emails to Shawn Scott encouraging her to take the position. You remember those emails. They're the ones that referred to his friend and ally Charles Laughinghouse as a "pigheaded. insensitive boob who lacks people skills and whose election to office was nothing short of a miracle."

David Richard called David Armstrong a "breath of fresh air." Ninety days later he fired him. Then he said Armstrong "didn't deserve to be fired."

Before he was elected, David Richard called on the old Board of Commissioners to eliminate the Public Information Officer's position. Three years into his tenure, however, the PIO salary has increased by more than 50% and the staff has increased 500%.

David Richard, trust is something that is earned. You haven't earned it. Patrick Bell has.

Bill,

Let's clear the air about FACTS, shall we?

Your first statement is true. However, I also said that if Republicans would just act like Republicans, we wouldn't need Libertarians. I am comfortable in both parties.

Your second statement only tells half the story. I was opposed to the Public Facilities Authority when it was first proposed. That was because there were no limits nor checks and balances in the original proposal. Since becoming commissioner, I have been able to put all the checks and balances and limits on the PFA that keeps it fiscally conservative, and protected from abuse. In other words, I have done my job and made it better.

Your third statement is an outright lie. I urged Shawn Scott to take a position called the Impact Fee Administrator / Special Projects Director. That position had none of the duties of the Constituent Services Co-ordinator. I have voted consistently against the Constituent Services Co-ordinator position. Stop lying about me.

Your fourth statement fails to tell the whole story. It fails to mention that I was lied to by another commissioner regarding David Armstrong. Once I found out I was lied to, I admitted my mistake.

Your fifth statement shows ignorance regarding the operation of the board of commissioners. I am one vote out of five commissioners. As such, I cannot eliminate any positions or departments unless I have two more votes. There is no desire by a majority of commissioners to reduce or eliminate that department.

Your sixth statement is a joke. Patrick Bell has lied regarding SPLOST from day one, and the worst thing is that they are provable lies, which makes them stupid lies.

If that is the best you've got, then I feel sorry for you.

Try defending anything regarding the lies Patrick has stated in his many opposition pieces, rather than go after the non-issues facing Forsyth County.

More importantly, try debunking any of the statements I have made above. We'll be waiting a very, very long time for that to happen.

You admit that you told voters you would run as a Libertarian but instead ran as a Republican. That, my friend, is a provable lie. And, by your own admission, a stupid lie regardless of whether or not you feel "comfortable" with both parties. When you say one thing and do another, that's a lie. Get it?

Your opposition to the PFA is a matter of public record. Sure, some changes have been made. But those of us who have watched your embarrassing performance in office, suspect the most significant change is that you were opposed to it when you were a mere candidate but now that you have the full force of your office behind you, you support it. Sounds like you subscrbe to that old political saying, "When I was just a candidate, I kissed yours. Now that I'm elected, you can kiss mine."

As far as the Shawn Scott incident, you overlooked a very significant fact. Many of us find it a little disingenuous to be glad handing Chalres Laughinghouse and calling him a friend publicly while referring to him as a "pigheaded, insensitive boob, who lacks people skills and whose election to public office was nothing short of a miracle," behind his back.

Now, with regard to your firing David Armstrong and the excuse that your were lied to. Many of us find that suspect as well. You often demand FACTS from your detractors. Well, let's have some FACTS. Who lied to you. What lie did they tell? If county employees lied, were they fired or reprimanded? More importantly, please give us the FACTS about your investigation into the allegations against Mr. Armstrong. Or did you fail to investigate?

Now, let's talk about your cop out on the PIO issue. You spoke out often and loudly about eliminating the job when you were a mere candidate. In fact, you called this position the "Minister of Propaganda." You also sked the Board to hold a hearing on eliminating the job. Have you adked for that hearing since your election? Did you speak out against adding four more staffers to the Public Information Office? Did you speak out against increasing the salary from $40,000 to $60,000?

Blaming your failure to follow through on your desire to eliminate the PIO position on the fact that you are only one of five commissioners is a cop out. Plain and simple. Have you even had it placed on the issue for discussion? I've noticed that on your website you have a "My Accomplishments in Office" page. If you are only one of five commissioners, how can those be YOUR accomplishments? Did you accomplish all those things by yourself?

Sorry to be so rough on you. But, like you, voters deserve the FACTS! Not EXCUSES!

Bill? Is that Bill Johnson, as in the guy who was using Forsyth County computers to politic for Matt Mariano(?) for F.C. Tax Commissioner? The same Bill who was given the choice of either being fired from Forsyth County or accepting your resignation? The same Bill who prior wrote the political column for the Forsyth County News? The same Bill who sold his soul to then Commissioner Eddie Taylor to get your job as Public Information Officer for Forsyth County to stop your investigations into public corruption? The same Bill who stopped writing those investigative articles on Commissioner Eddie Taylor for allegedly extorting County Vendors in the letter’s text I am adding below?

The same Bill who wants another job with Forsyth County because no one else will give you work because of your past alleged dishonesty? The same Bill who is working to oust Commissioner Dave Richard so your chosen candidate will give you that job you so sorely need? As I’ve told you so many times Bill, if you need handouts I’ll take up a collection for you. If I were you I’d be mighty embarrassed to admit that the only way I could possibly support myself would be on the public welfare.

Bill,

Just to clear up a few more things. We'll teach you a bit about the english language, since that isn't your strong suit. Maybe also why you failed miserably as the county's PIO.

A lie is something you know is untrue when you said it. When I decided to run for county commissioner, I had every intention of doing so as a Libertarian. After much soul-searching and some very strong advice from people I respect, I later chose to go the Republican route. I have explained this many times, yet for some reason you cannot accept fact from your own limited knowledge of the english language.

My opposition to the PFA is public knowledge. So are the changes I made sure are now in the legislation to make it right. My changes, Bill. I was able to convince a majority of commissioners to make this authority better, and one that cannot be abused by future elected officials, and limits the scope of each project. Your "suspicion" means nothing to me, as I suspect you haven't even read the legislation or it's changes.

As far as the Shawn Scott issue, I noticed you didn't apologize for your lie (or error) regarding the creation of her position. It makes everything else you say so much more suspect, since you cannot admit to your lie or error.

I like the way you use the term "many of us". How many is "many of us", Bill? Two? Three? Do you need to remove your shoes to county higher than 10? "Many of you" may have an issue with my actions regarding the firing of David Armstrong. Tough. One of the things that remains important in government operations is the privilige of executive session. Except for one commissioner who has violated the rules of executive session many times, the majority of commissioners do not and would not. Neither will I. But since you weren't paying attention the last time, Bill, it was a fellow commissioner who lied to me in executive session. Now, will I have to repeat this a third time for you, or is twice enough?

To answer your questions regarding the PIO position: Yes, I did ask for a hearing. Yes, I did speak out against increasing the staff and budget. Yes, I did speak out against increasing the salary.

Bill, don't worry about being too "rough" on me, because you didn't even touch me once, despite your swinging wildly. That is because you have no facts to back up your statements. When I am part of the majority that caused things to be accomplished, I'll take the credit. I'll especially take the credit when they are my ideas that are finally passed.

Now, the subject of my initial comments to this article was regarding the lies that Patrick Bell has spun regarding SPLOST. You have yet to address even one of those lies, and you have failed to prove your complaints against me.

Do you have anything else with which you wish to waste my day?

I don't really have a problem with "wasting your day." You've been a waste of taxpayer time and money for the last three years.

As far as failing to prove my complaints against you, that is YOUR opinion. In July, the voters get to state their opinion and I have a feeling it is going to be quite different to yours.

As far as teaching me the english lauguage, thank you, but you may want to proofread your own post before attempting something for which you are wholly unsuited.

As far as me answering questions, you fail to grasp the situation, David. You are the elected official. You are the one asking voters to trust you with four more years. So, the only answers that matter are yours.

As far as your explanation that you fired David Armstrong because a fellow commissioner lied to you, surely you can do better than that. Surely you're not accusing your bff Commissioner Laughinghouse of lying to you. After all, he is a "pigheaded, insensitive boob who lacks people skills and whose election to office was nothing short of a miracle," according to you. But he isn't a liar.

That leaves Jack, Linda and Brian. But surely, you wouldn't fire a county manager on their word alone. You've called them liar so many times we've lost count. No. You wouldn't do that would you, David? If you let one of them trick you into firing Armstrong then you're a fool. If not you're a liar. Which is it, David?

As far as wasting your time, why should I care? You're three years on the Board of Commissioners have been a waste of taxpayer time. Thankfully, your time is about up.

Now, David, I notice you like to talk a lot about your CORE PRINCIPLES.

Do your core principles permit you to betray the Libertarians who awarded you with their highest office and run for county commission as a Republican? After all, you admitted you did so only because it was the only way you could be elected. Isn't that called political expediency?

And do your core principles allow your to pat Charlie on the back and tell him what a great job he is doing to his face, while sending emails calling him a "pigheaded, insensitive boob who lacks people skills and whose election to office was nothing short of a miracle" behind his back?"

Are those the core principles you're talking about, David?

My core principles are posted for all to see. And rhey are followed to the letter, each and every time I vote.If you can't read 'em and understand them, that is not my fault.

Now, you attacked me responding to an article regard the lies being used to further the aims of the anti-SPLOST committee. Instead of sticking to the real issue, you accuse me (falsely) of doing things I did not do. You failed. Just as you failed as the county's PIO. That is not my opinion; that is fact (something you have a very tenuous grasp of).

I know that the majority of voters in this county appreciate my stances, votes and initiatives. I also know that they will stand up to their scrutiny, especially when compared to the likes of Cleve "I think the city should get 20% of SPLOST" Chadwick and Jon "I have no clue about how the county commission really works" Flack.

Maybe you could sell your services to one of them as speechwriter. You made Linda Ledbetter seem to know what she was talking about for 2 minutes.

Otherwise, you can stick to the same failed accusations all day long. I'll keep knocking them down each time.

Every elected official must have a set of core beliefs. Without core beliefs, you have no consistency in government, and worse yet, you get government of the highest bidder. He (or she) who influences best, gets their way.

We are beginning a debate in this county on whether our elected officials should govern by a set of core beliefs, and what beliefs they hold dear. Those who do not adhere to their stated beliefs are simply liars and opportunists. Those that go against their stated beliefs no longer deserve your trust. You have a right to know what your elected officials stand for, and that they will follow those beliefs regardless of the whim of the day.

I have two guiding principles; one for my personal life, and one for my public life. For my personal life, the Ten Commandments suit me just fine. For my public life, I have another set of 10 rules to follow: The Bill of Rights to the United States Constitution.

But understand this: My personal beliefs are just that - personal. I will not apply them to you in the application of my public rules. As long as you do not try to take my life, liberty or property through force or fraud, and as long as you follow the laws of this land, you'll get no interference from me.

Ask for that from all your elected officials; local, state and national. I'd love to hear their answers, if any are forthcoming.

Now, Bill, find something that is actually important to the majority of voters in Forsyth County. Like defending the lies of one Patrick Bell, who you so eloquently defended as "earning your trust". If you can follow a proven liar, then nothing you say has any merit. And it never did.

Understand this: Bill is a former PIO with Forsyth County, whose attempt to get rehired was blocked by me and a little rule we have in the county that doesn't allow someone to be rehired who has been forced to resign due to shenanigans while using county resources on county time. He focuses on one issue and one issue alone, and has been ineffective at making any case for that issue, which is that I have lied to anyone in Forsyth County. He is supporting the views of someone who is using proven lies and distortions to try to defeat the upcoming SPLOST vote.

The Libertarians I know (and I know most of them in Forsyth County) are happy that I was elected and am voting with Libertarian and Republican principles, and as far as I am concerned, I believe Charlie and I have moved past our differences and remain friends.
