Smart Growth Forsyth County will be hosting its 2nd "Meet the Candidates" Night, on Tuesday, April 15, 2008 at 715pm with the candidates for the District 4 Commissioner seat, incumbent Dave Richard and candidates Jon Flack and Patrick Bell.
This Q & A time will be at the beginning of SGFC's monthly meeting at the Bridle Ridge Clubhouse located off Peachtree Parkway 141 in Suwanee.
SGFC will conclude its series on May 20th with District 5 candidate, Jim Boff. All are invited to attend.
Smart Growth's Mission is to

If theseare these are the candidates for District 4, then why aren't you holding this "meeting" in that District? Why do I have to travel to the south end of the county to "meet" the candidates from my north district? If they want to compete for my vote, then they should be in this area. Wake up, candidates... remember you work FOR us..
Dave, the reason the "meet the candiates" is being held at Bridle Ridge is because "Smartgrowth" has become a powerful political influence in Forsyth County. Mike Busse who is actually running for the seat in that district said, he believes too many decisions are being made due the influence of special interest groups. I'm hoping Patrick Bell and Jon Flack will represent all of Forsyth County. The other commissioners have jumped through hoops to accomodate special interest groups.
Ritchie, I can answer that question for you. Dave Richard called you and the others who eat breakfast at Mr. Swiss Yahoos because he considers you stupid, Georgia rednecks who no longer have a voice in what happens to the county that you were born and raised in and established your businesses in and rasied your families in.
Also, as far as they are concerned the landowners in Forsyth County have no rights whatsoever.

Well, let's just see how far David Richard's calling people yahoos, drooling embiciles, idiots and so forth gets him in the next elections.
Barak Obama seemed to pull out of the Reverend Wright contravery, but I don't think he'll survive this last one. He said to an elitist group of billionaires in San Fransisco that small town Pennsylvanians cling to their guns and religion out of bitterness. The statement was not meant to be made public. So, now we know how the snob really feels about people who have losts their jobs.
Of course, David Richard has made no secret of how he feels about us.
Mr. Richard has called me an idiot more than once and other choice words I don't take kindly to any elected official calling me names or dragging me through the mud for no reason. He does not deserve my vote in my opinion. He does not behave like a statesman and he has turned on many people, not just me. His attitude is sickening in my opinion. And yes, I am entitled to my opinion. His brand of politics is very unprofessional and discourteous. The people are not stupid and he must stop assuming he is smarter than everyone else.

Sorry, but my compassion extends only to my personal life, not to my governmental life, which is why I have three dogs (two of whom were rescued from certain death at animal shelters that were ready to euthanize them if we didn't adopt them) and one who was abandoned by their owner. But mine is a private sector solution that doesn't force people to do things they do not want, or cannot afford to do. I do not believe in a nanny-state for people, which certainly would not extend to animals.
And since I don't believe in a life after death, nor of penance, I am not worried about being chained.

No argument is weak when it defends the principles of the U.S. Constitution. My argument says that laws should be limited, not nonexistent. You should know that I disagree with forcing adults to wear seat belts as well.

This SmartGrowth hosted "Meet 'n Greet" happens down here in South County District 2 because ALL of our Forsyth County Commissioners are elected "At Large", dispite representing their particular sub-district region. We happen to have it together well enough to host such an event that they'll attend if invited...Actually, they attend anyway because this group of concerned citizens notoriously seek to work with their local government about issues of importance to not only them, but others well throughout the entire county. Forsyth County is a bit spread-out...A great reason therefore exists for THE OTHER FOUR Sub-Region Districs to organize themselves as SmartGrowth has done, and not only in the interests of their own district, but the County as a whole too. Your argument here impliess that this "Candidates Night" in District 2 is for their own "District" interests...(IMHO) Perhaps your not completely incorrect, however, I invite YOU to host your own in your neck-of-the-woods for that reason no less...Where I can civilly attend in My interests just as you may here in District 2. There's still plenty of time between now and the election, and the more opportunity the candidates have to present their platforms, the better decision we'll ALL hopefully make for choosing that "Smart" representative come election day.

There are others in Forsyth County who speak out but they don't get the same response as Smartgrowth. I received a letter through the mail from a private citizen mailed at his own expense about a thing called the "Etowah Habitat Conservation Plan," about a year or so ago. The HCP for short, is to protect a small fish called the Etowah Darter. I had never heard tell of the HCP until I received the letter even though Comm. Laughinghouse had been serving on the steeing committee for a couple of years or so. A townhall meeting was planned by Commissioner Linda Ledbetter. The Admin. bldg. meeting room was packed with concerned citizens from the northern district (David Richard's district) as well other parts of Forsyth County. People were asking questions and trying to get answers. They wondered why they didn't know about it.
The HCP could have a large economic impact on the property owners in NW Forsyth County and extend even farther and cause more problems for Georgia's Water supply to protect another silly endangered species of fish that very few people ever see or care to see.
Did David Richard attend the HCP townhall meeting? NO. He attended a Smartgrowth meeting in South Forsyth instead. Why couldn't he show a little more respect for the district he supposedly represents?
However, he voted NO to the HCP. I haven't heard any more about the HCP since that time.
I'm opposed to Federal, local and state governments using inverse condemnation for conservation on the backs of private landowners without compensation.
Bush Proposes Sale of National Forest Lands
The Bush administration’s FY 2007 federal budget includes a proposal to sell off over 300,000 acres of National Forest land and other public land managed by the U.S. Forest Service and Bureau of Land Management (BLM). Hoping to increase revenues, the White House projects raising over $1 billion from the sale of National Forest and BLM public land from California to West Virginia. The Forest Service has released this draft list of lands proposed for sale, and expects to publish a final list in the Federal Register by the end of February. Congress will begin consideration of the President's FY 2007 Budget Proposal this spring.
As you might guess, the proposed land sale has generated heated criticism from environmental interest groups and outdoor enthusiasts. “The Bush administration's proposal to auction off National Forest and other lands is shameful,” said the Sierra Club’s Executive Director Carl Pope in a press release. “These lands not only belong to you and me, but they also belong to future generations, and they should not be sold off to the highest bidder for development. And there is no reason why the world's biggest economic power should have to sell off parkland to make ends meet.”

Is there an online candidate calendar dedicated to listing all of the candidate forum dates/times/locations?
Today I found out there are 17 Forsyth County Offices up for re-election during the General Primary (July 15th).
Offices include: Commissioners. Sheriff, District Attorney, Judges, Coroner, & School Board Members.
It would be an amazing gift to Forsyth County if an online calendar could be continuously updated to provide voters an opportunity to attend candidate forums.
Cindy there are 3 school board seats up for election. You can join forsyth hero at www.forsythhero.org regarding the school board elections. People need to step up and put their hat in the ring now. The deadline is supposedly in April for intent to run for school board candidates. District 3, district 4 and district 5 are up. You have to reside in the district you run in, but the entire populace of the county gets to vote on the candidate.
We have 3 seats up and we have a great opportunity to make a change in 2008. consider running. I don't live in any of the districts that are up for election.....But join Forsyth Hero regarding the school board elections

Ritchie, You're not ALL yahoos, just the ones who will listen to rumors, take them as fact without trying to find the REAL answers, and post them on the internet.
Dave Gattis, Smart Growth, while working towards representing all areas of Forsyth County, has a vast majority of their members in the south part of the county. Hence, they meet in the south part of the county. Since commissioners are elected county-wide, they get to vote on us just as much as District 4 voters do. They are also active, and don't just sit around complaining on the internet about things - they get involved. They deserve our attention.
Lynn, If you paid more attention to what actually goes on in this county instead of sitting at home whining, you'd know that I have voted AGAINST many homeowner groups during my tenure on the board. But that would require you to know something.

Lynn (again), I was the vote that killed the HCP for the moment. I stated my reasons for doing so in open meeting and on my website. I don't have to listen to people complain in ignorance (watch the video) to know what is right or what is wrong. My actions (and votes) sort of flies in the face of your contention that this commission doesn't care about property owners, but why let facts get in the way of a good whine, right? I had also made a commitment to the folks at Smart Growth long before Comm. Ledbetter scheduled the town hall meeting. I keep my word.
Cindy, Please, please, don't make the mistake of following Terry Baradine's advice (except for joining HERO if you are interested in the school system - good group). She doesn't even know you, doesn't know what you are interested in, and just suggested to you to run for a seat on the school board. How nuts is that?

Answer Chris' question Dave. What exactly does that mean? Has the City agreed to a joint water intake with the county? Has the corp of engineers agreed to that? What do you mean by a "take over?" That sounds like you mean to take it by force. Please explain in detail.
Also Dave, We get so tired of hearing you repeat your same tired old rhetoric. Prehaps you could stop reading cheap novels and read some meaningful literature. You know, the Bible is the world's greatest and oldest literary work of art. It's chock full of ancient history and age old wisdom. It speaks of every topic under the sun including politics. (mainly how corrupt it has always been since the beginning of time).
Also, I have a rather large library of mostly non-fiction books on various topics. I would be glad to recommend some intellengent reading for you so you can broaden your horizons.

I too heard about the county and city sharing the water intake from the lake. I understand that the city is finally going to be forced and share a permit with us. And we are getting somwhere around 40 mil gallons to their 16 mil gallons!!! I am waiting for cumminghome as they have it on tape I think because they will put it on tv.
Mr. Richard...can you please tell me more about this though? I think it's exciting and at last we are free...free at last, free at last...from those aqueous chains of the city!

No one but some knuckle-dragging poster on your favorite site has said anything about a "take-over". I would suggest less reading over there, and more paying attention over here (although not to Terry B, Ritchie or David Milum).
This may take a while so that everyone else can understand (since I'm sure that you, Lynn, will just ignore the facts as they are presented), but we'll try.
Years ago, the City of Cumming made a very good decision, and decided to get in the water business. The county made an equally bad decision and decided not to, letting the city do the initial heavy lifting. The city and county received a joint water allocation permit for 57 million gallons a day, which is basically permission from Georgia EPD to take out water from an approved source. That approved source was Lake Lanier.
But to get an intake into Lake Lanier, you need another set of permissions - the U.S. Army Corps of Engineers. They control the lake. The Corps won't let you have an intake until you get an allocation permit from the state EPD. Given that permission, the City built an intake into Lake Lanier, which the county and city now share. Contracts drawn up years ago obligate the county to pay for approximately 43% of maintenance and upgrades to the existing intake, which we have done for years.
Other contracts set the price per gallon for raw (untreated) water and finished water. If you want to know just how much a cash-cow waer is to the City of Cumming, look no farther than their statement this week that they just spent $35 million in water fund capital reserves for improvements, and still have $32 million in water fund capital reserves. The city wanted us to renew these contracts 6 years before they expired, since they are so favorable to them, but Charlie Laughinghouse and I stopped that from happening until we can finalize the actions we are taking now.
Everyone knows that the City of Cumming, even at full build-out, will never use anywhere near 57 million gallons of water. Their own figures show a maximum of 17 million per day. The county uses far more water per day than the city does, and we are growing, while the city is not.
So, since the city has shown zero interest in working with the county on various water issues, and has taken an attitude that if we don't do what they want us to do they will sue us, we decided to go straight after our own water allocation permit. Since no one is willing to give out new ones due to the water wars, the only course for the county was to disengage us from the joint existing permit with the city.
The county hired some pretty sharp former EPD members as consultants, who have been doing wonders in moving various issues through their former agency, to include discharge permits for treated water from our sewer plants, and the water allocation permit.
While there is no guarantee that the EPD will act favorably and allow the splitting of the allocatioin permit, we are closer than ever before to making that a reality, based on feedback from various folks who do these things. I remain optimistic that this will happen, because the reality is that we are asking for no more water withdrawl from the lake than we currently are allocated; we are just splitting the permit.
We aren't free at last from the monopoly of city water, but this commission has done more in the past year to get us water independent than any past commissions combined. Those things will be detailed on my website in the Campaign Corner section over the next few days.
But sorry, knuckle-draggers out there. No hostile takeover of the city's intake, just a proper divorce.

Did you know when Lake Lanier was built for a reservior that this county was so rural that of course they said NO to a water intake. GA- 400 was NOT built. I-285 WAS NOT built, I-85 WAS NOT built. I-75 WAS NOT built. THe BRAVES statium WAS NOT built. You got your kicks on route 66. GEEZEE!!

So, the county should have asked for an intake before all you yankees moved down here and ruined it. Well, hind site is 20-20. So, maybe you smart yankees can fix it now. You messed it up. In the last campaign there was a Forsyth County landowner running for commissioner. Then, you used the fact that Forsyth county brought this on themselves by selling their land. Well, I wish they hadn't. I wish they'd never rezoned it to allow you to move here. I wish the whole state had done that. But, it's too late now. I sit here on a small corner of what once was. I shall remain here until the Lord calls me home to my eternal reward with him.

I hope everyone that can read this can see how this commissioner is so fragile that when a tough question is posed to him about a statement he makes, he resorts to childish name-calling of the people he is elected to SERVE!!!!!!!!!! Also, this snake oil he is selling about getting their own intake is false (in the opinion of this life long resident). There have been dozens of commissioners that have tried to get that ever-elusive intake for years and years. Smarter commissioners than what has been represented on this board have tried. Now, we are on the latter side of one of the worst droughts on record. The corps are admitting they have made major mistakes in releasing to much water for who knows how long. Forsyth County is still considered one of the fastest growing counties in the nation. That lake we are talking about, it is years away from recovery from all these factors. Yet you now have the magic potion to get a water intake from the Federal Govt. and in essence, shut down the power strings being held by the city. That is beautiful. BTW Some of these KNUCKLE-DRAGGERS have college degrees. I must have missed that on your bio.

As two elected officials told me yesterday, Mr. Richard's statement that the county is "this close to splitting the water allocatioin permit with the city" is a "bald face lie."
The city's contract runs through the year 2012 and they have an option to renew for another 25 years.
Voters please review the video of the Smart Growth Forsyth County candidate forum and find out for yourself EXACTLY what Mr. Richard said then and what he is saying now.
At the forum, he said "we are this close to splitting the water allocation." He expanded on that comment after the meeting to say that we are within one month, two at most." Now, he's beating a hasty retreat to say "we are closer than ever before."
Four years agoi, Mr. Richard was head of the Libertarian Party and he said he was proud to run under the Libertarian banner. Two weeks later, he withdrew from the party and ran as a Republican.
He has proven over and over again that he is willing to say anything and do anything to be elected. TIME TO THROW THE BUM OUT!!!

If you want to find out about what is really going on, come to a meeting or two. Listen to what is said by people who know. Call a commissioner. Posting on this, or any other forum, is not the way to get detailed information about a subject such as water, planning, or roads.
Opinions are a nice thing to have, but they still need to be based on facts and reality. Get some first BEFORE you form an opinion, and it might just have value.

While you are insulting a woman, let’s get back to the other topic of the intake because there are a few things I am confused about. Are you saying that Forsyth County and the City of Cumming BOTH own the intake? You keep saying things like “the permit the county and the city share”. I was under the impression that the city owned it and the county, for lack of a better term, was the customer. You also keep saying that the county is close to splitting the allocation, but I could be wrong, doesn’t this require obtaining ownership of a withdrawal permit. I do have a college education but I am confused on how my pipes are going to fill up when the government entity that is supposed to supply me with water has “spilt” away from the only source of water without having access to a permit to draw more out. This comes back to the point I was making earlier that Forsyth County has been turned down for this permit for dozens of years yet now, when there are more negative factors prevalent than ever before, you are confident we will be awarded a permit. That is a pretty big gamble you are waging with my drinking water. Has this discussion taken place in open meeting or executive session? I wonder if Laughinghouse and Harrell are happy that you are divulging this sensitive information to the public. Does this all fall back to the point you were making when you said you would be around to stir the pudding and make the lives of the City of Cumming miserable? It is this life-long resident’s opinion that Forsyth County will not be awarded an intake permit by the Federal Govt in our lifetime. I have a feeling that something is going on that we are not yet aware of. Maybe it has something to do we getting water to Taubman mall. I don't know. But, this is confusing as heck. This county is running out of water fast. The county is trying to find underground water now. I didn't see it in the Forsyth County News. I saw it in the Atlanta Journal. They are going to test 3 south Forsyth properties for perhaps 200,000 gallons a day. What about filling up the aqua center at fowler park, Great Wolf Lodge, the massive Venable project on Majors Road, etc.

Don't ever put words in my mouth. I never said that the city and county both own the intake. I said we have a joint allocation permit, and we do. A case could be made that since we have paid more than our 43% share of upgrades and maintenance over the years, that we do have some joint ownership of the actual intake in the event that the city would try to cut off our water, but that could or would be decided if and when the city chooses to act foolishly in that regard. Notice, I did not say we have joint ownership, just that a case could be made in the event of drastic action by the city. We do NOT gamble with drinking water, despite your inflammatory claim. This issue has been discussed in hearings at the GA EPD, which are open and public, so there is no sensitive information, as you erroneously claim. I didn't claim to make the City of Cumming miserable, but their leaders. You are entitled to your opinion, regardless of how uninformed it may be. There is no fragile relationship with the city, there is none; and hasn't been one since Ford Gravitt became mayor and started to sue us everytime we disagreed with him. Remember, up until this week, the only entity to initiate a lawsuit between these two parties has been the city; not the county.
Don't even think you know the score on this issue, because you don't.

I do remember that David Armstrong said that if residential growth continued at the same pace that this county would run out of water in seven years. (That was almost four years ago.) Jack Conway told him to keep quite because that would stop development. Also, the county found some property not controlled by the corp of engineers and tried to run some sort of floating intake device out there to draw water out of the Lake. When the corps learned of their folly, they told them, NO WAY. We still control the water. David Richard said one reason for the building moratorium was water. All the while secret negoiations were going on for an overlay district in South Forsyth County for a huge urban style mall and Great Wolf Lodge. So, now we are to believe that the EPA or corp of engineers has decided to give us more water allocation while we are still considered Georgia is still in drought conditions.

Yes, Ford sued the county. And it's not the first time. He sued them when they decided to jack up our property appraisals to about 5 times what the property was worth. He won and that is why everyone in the county has lower property taxes now.
Every few years we get a new batch of county commissioners that decide they are going to take Ford and the city down. Why? Ford and the members of the City Council have done more for all the citizens of this county than any one of them has ever done.

Mr Jarrard voluntarily left the commissioners conference room during each and every discussion of this matter with the outside attorney we hired, at his insistence by the way, to keep any possible impropriety from occurring.

Question #2: Sorry, but when you make a stupid request for ANY e-mails to or from ALL county employees, that takes a lot of time to RETRIEVE. As to my e-mails, the reason I was born smarter than you is that I don't use my personal PC for data storage of county records. I have not been a life long resident of this county, only 11.5 years, but I have seen changes made that have been good and sometimes not so good.. If a candidate wants my vote then they should be contacting me and asking for it.. but be ready to answer my questions about their views and plans for the future..

Here's a reality check: We have about 30,000 residents per district in Forsyth County. Pardon me if I haven't gotten around to you in 3 1/2 years.
There are plenty of people in District 4 that have gotten to see me and know me over the years, and they don't sit at home waiting for me to show up at their door. They participate. They engage. They discuss. They don't whine.
Have you ever asked to meet with me? Have you ever invited me or any other commissioner to your neghborhood in the past 3 1/2 years? If not , what are you waiting for?
Smart Growth asked. I answered. Plenty of others in District 4 have asked, and I've answered. If you think I have the time to voluntarily reach out to every voter in my district (not to mention the other four) and still have time to do the work you hired me to do (which, by the way, I've been incredibly effective at), you are sadly mistaken and greatly self-centered.

Yes, that is what the county wants. Someone to conduct their business with professionalism. We all know that a new commissioner won't be as familiar with the issues as an incumbent.
